A change in the pH...specifically an increase in the pH...is recommended to help it dissolve. When dissolved in water at 1 Molar, this product will give a solution that has a pH of around 5. Glycyl-glycine has a pKa at 8.2. Assuming that what you need is a Sodium Gly-Gly buffer at around pH 8, try using approximately 0.8 M sodium hydroxide as the solvent. Once the glycyl-glycine is dissolved at 2 M, add additional NaOH as needed to get to the required pH.
