How would I go about diluting this powder in order to spread out the individual beads? Obviously, I cannot use water as PTFE is hydrophobic. Will ethanol work?

There are no known solvents which could dilute PTFE at room temperature. The surface of PTFE at room temperature is affected only by molten alkali and fluorine in some cases, this will result in dissolving PTFE but not diluting. There are commercially available PTFE aqueous dispersions available. These commercial grade products utilize non-ionic surfactants to maintain dispersion.
