Please note that the recommended long-term storage temperatures is between 2 and 30 °C. The capacity has not been tested at -20 °C, so its use would need to be tested by the end user. For lower temperature applications, molecular sieves such as product 208590 may be more useful.

Is it possible to regenerate the silica once they're fully saturated with water?

Silica gel (orange gel) can be regenerated in a drying oven at 130–140°C; desiccant sachet should not be heated beyond 80°C, as bag adhesive can melt.
