Titanium(IV) chloride is not stable in water or at a basic pH because it can form Titanium(IV) hydroxide and/or Titanium(IV) oxide. But in concentrated hydrochloric acid, there is essentially no hydroxide ion present, so the titanium(IV) chloride is stable. In the case of Product 404985, which is a solution of TiCl4 in 20 percent HCl, the pH is less than 0.
